The notes agent tried to email internal notes to the client

A meeting notes agent was asked to share notes with everyone on a client call. A guard stopped it, and the reply blamed the mail server.

Your task

Name the span where the agent first went wrong, then fix who gets the notes so the replay passes.

• root_cause_span() returns the FIRST span whose plan contradicted what the agent already knew
• share_action(meeting) returns "email_all", "email_internal", or "ask_owner"
• notes labelled "shareable" go to every attendee
• notes labelled "internal" go to company attendees only
• notes with no label wait for the meeting owner to decide
• leave call_tool() and check() alone; the policy is not the bug

The replay runs your share_action() across meetings at submit, and your named span is checked against the key.
