Can the new order id generator repeat an id?

Order ids come from next_id() on 16 workers, and a repeated id merges two customers' orders. The assistant fixed the repeats the old generator made.

Your task

The assistant stands by the claim in claim.md. Reach a verdict and prove it with a run.

• verdict() returns the string "true" or "false"
• steps() returns what happens to one worker, in order: ids made, clock jumps and restarts
• the clock stands still while ids are made, and a restart moves it on by 2,000 ms
• a verdict on its own does not count; the run has to show it
• leave everything below the dashed line alone; it is the code under test and the graded driver

The suite replays your steps against the old and the new generator at submit and checks the run settles the claim.
