Subscription lookup shared by the paywall and seat sync

This helper reads a customer's plan from the billing service, through an axios client. The paywall middleware uses it to decide who gets paid features. A nightly job uses it to remove members from teams that are over their seat count. Billing answers 404 for someone who never subscribed, and its uptime target is 99.9%.
