Extract a notifications service without a blind code move

Leadership wants the notifications code pulled out of your Rails monolith into its own service. The proposal: have an agent move the notification classes into a new app and replace each in-process call with an HTTP call. You are the senior engineer on the project.

What is wrong with treating this as a code move, and how do you scope the work and prove behavior is preserved?
