Find configs missing a key without an agent loop

For a migration ticket, you need to know which of 3,000 JSON config files in a repo are missing the newly required top-level region key. You need the answer once. A teammate is writing a careful, multi-paragraph spec for an AI agent to "audit the configs and produce a report".
