Build a spreadsheet-safe CSV export in proven stages

Your support team wants to export filtered ticket lists from your TypeScript and React app and open them in Excel. The last export a contractor built broke on ticket subjects that held commas and line breaks. Worse, one cell that began with = ran as a formula when the file was opened. An agent will rebuild the feature, and you want each piece proven before the next starts.
