Decode run-length

CodingAlgorithms & data structuresEntry–Mid~10 min

A telemetry beacon sends status strings compressed as letter-count pairs: each lowercase letter is followed by a single digit from 1 to 9 saying how many times it repeats. Decode the transmission back to its expanded form. The input's length is always even and well-formed, and it may be empty. For example, 'a3b1' expands to 'aaab'.

Implement
rle_decode(encoded: str) → str
Examples
in["a3b1"]out"aaab"
What a strong answer looks like

State your approach and its time/space complexity out loud before you optimize. Handle the edge cases (empty input, duplicates, overflow), and say why you chose this over the brute force. Green tests are the floor, not the grade.
