A deploy is stuck — the pipeline says 'in progress' but nothing is moving, instances are in a mixed/unknown state, and it's been 20 minutes. How do you respond?

Stop the bleeding first (mitigate), then form hypotheses from real signals. Separate root cause from symptom, communicate status as you go, and close with what prevents a repeat.
