Design a cost-optimized encoding strategy for a catalog with extreme view-count skew: the top 1% of titles drive 80% of watch time, while millions of long-tail titles are watched rarely or never. Encoding the full high-quality rendition ladder for every title up front wastes enormous compute and storage on content nobody watches. Design how you decide what to encode, when, and at what quality, while keeping playback experience good for both head and tail content.
