The payment provider is moving its webhook timestamps to milliseconds, and its retries of one event keep hitting the database. An assistant reworked verification and added a cache of recent event ids. Five defects ride along, and some untouched lines that look wrong are right.

Your task
Review PR #2054. Find the defects, place them on their lines, and rank them.
